linux 9.4.x: haldaemon fails to run

hald fails to run on 9.4.x machines because the haldaemon user is
missing, because the passwd file we install doesn't contain it. There
are other missing system accounts in our passwd file as well, such as
the dbus user.
Based on my limited knowledge of what haldaemon does, I'm guessing
that this prevents nautilus from noticing when a CD is inserted.
Of course, the haldaemon user conflicts with Jim Gettys's uid, just as
the pcap user conflicts with Dennis Baron's. I expect this wouldn't
be a big deal since I don't think Jim Gettys is around any more.
