VAX 6.3B Emacs: strange startup

Emacs version 18.54.4 of Tue Jul 18 1989 on paris (berkeley-unix)
I cannot reproduce this problem on demand... it happens intermittently.
I start Emacs from my .xsession with the following command:
emacs -w 80x55-0-1 &
While loading my .emacs file, a column of vertical-bar characters appears
near the left edge of the window. When Emacs has finished processing my
.emacs file, the mode line appears across the middle of the window, the
vertical-bar characters remain in the lower portion of the window, and a
partial mode line (which is not displayed in reverse-video) appears at the
bottom. It looks something like the picture included below.
When I use the window, Emacs only uses the portion of the window above the
mode line (22 lines). The minibuffer appears at the very bottom of the
window. The rows between the mode line and the minibuffer remain unused.
The only way I've found to fix this problem is to resize the window, which
seems to return Emacs to normal behaviour.
