I am running Athena (linux) Version 9.4.21.
If I click on a URL inside the body of a message in Evolution, if there
is no Firefox running, it will start Firefox, and the window will appear
on top of the Evolution window.
If Firefox is already running on another desktop, the new Firefox window
will appear BELOW evolution.
