As I recall, Athena 9.3 was originally using RHEL3 AS, and then switched
to RHEL3 WS for licensing reasons, since AS could only be used on
MIT-owned machines.

http://itinfo.mit.edu/article.php?id=7811 says that AS is now available
for all machines, so perhaps Athena should start using AS again?

I don't really know what the difference between WS and AS is, though it
came up in discussion on -c help today, where someone needed AS to support
a 4-processor machine.
