This is because your shell is sipb tcsh, which doesn't work with Athena
9.3. You should run "chsh" and change your shell to /bin/athena/tcsh.

Does this happen on workstations other than the one you submitted this
bug report done? It appears to have updated uncleanly to Athena 9.3,
and may just be broken.
