Athena 9.3.8: mozilla->emacs paste failure

Both under Linux and Solaris:
After starting mozilla, start a fresh emacs, and highlight some
text in mozilla. Attempt to paste into emacs. You get:
Searching for program: no such file or directory, netscape
After hitting a key in emacs, however, pasting works just fine.
On zephyr, Greg observers that this is tied to infoagents not
being in the PATH.
Setting debug-on-error in .emacs, I get the following stack trace (
