I would have to double-check, but I believe the `acct' file is passed
off to the kernel for writing, which wouldn't know if the file had
been renamed.
/usr/etc/sa is useful in another respect, in that the summary file it
maintains is more compact than the acct file, but I think it discards
details like time of use, user, and tty.
