linux 9.2.21: chmod on login

What were you trying to do?
	Users were trying to log in. This problem actually only occurs on
	Sun Blades; it was tested on a 100 and a 150. Known not to occur
	on the black dells.

What's wrong:
	Users get the line:
	chmod: WARNING: can't change /var/athena/menus.copy/menus-9.2
	in the console window. It usually appears multiple times.
	One user claims that he gets the message every 6 minutes.
	It doesn't appear to actually affect anything during the session,
	it merely looks ominous. One user claims that it takes a
	particularly long time for their session to start up.

What should have happened:
	No idea. Probably shouldn't have gotten that line.
