Agreed, but restoring this missing functionality would be too much effort for a local change, I think. If you want to change your menu icon, fire up gconf-editor, go to apps -> panel -> profiles -> default -> objects -> athena-menu, right-click on the custom-icon-file entry, and change the value to the pathname of the icon you want.
