This note is being inspired by Gary Dryfoos' message
complaining about listmaint. He got a message of the form:
athena% listmaint
listmaint: Can't connect to SMS server
Connection to SMS server failed
Perhaps we should install a mechanism in the Moira server so
that when we want the server to be logically "down" it closes the
Moira database but continues to accept connections. In this state is
would refuse all queries but one (a new one described below) with a
special error code indicating that the server is administratively
down. We then add a new query that is handled by the server itself
(like _list_users and _list_queries) that returns an Moira "message of
the day" which would be an explanation of why the server is down and
when it is expected to be up again.
