I'm not sure whether this is a bug, or just a poorly designed interface:

The Workspace Switcher applet for the Gnome panel in Athena 9.2 only
appears to save the number of rows set in the Preferences dialog for
that applet, and not the number of workspaces. If a user sets up a 2x2
or 3x3 arrangement of workspaces, and logs out, the next time the user
logs in, they'll get one workspace, and a Workspace Switcher applet
that shows 2 or 3 rows respectively.

It is possible to have your workspace settings persist between sessions,
however: A user can bring up the Workspaces section of the Sawfish
Configurator (Middle-click on the desktop; select Customize ->
Workspaces), and then use the "Add" button in that dialog to add as many
workspaces as they want, with whatever names they want (Names like "1",
"2", etc. work just fine), and then click "Close" when she or he is done.

It appears that the Workspace Switcher applet only creates workspaces when
a user changes the number of workspaces in the preferences dialog for the
workspace switcher, and not when it starts up.  If a user sets the
workspaces up in Sawfish's preferences, though, it seems that Sawfish will
create the workspaces when you log in, and the Workspace Switcher applet
will put those workspaces in the number of rows the user specified last
time.
