the horizontal line indicator in a tbl-constructed
table is supposed to be vertically backspaced to
restore vertical registration - i.e. the horizontal
line is supposed to take no vertical space. on our
systems, it takes approximately .05", and therefore
misregisters repeated entries in a cumulative fashion.
