Today, I ran into a latex problem that I saw several months ago
running a different release too.  Now it's a VS2 6.2A, before it was
probably 6.1 something.

The behavior was:
    Toto>latex fchc
    This is TeX, C Version 2.93 (no format preloaded)
    ^CToto>

About 20 minutes elapsed between the herald being printed and my
giving up in disgust and using scribe.  Actually, I was able to latex
the file fine from an RT runing the same release.  During the time
that latex was running, it was compute-bound, not I/O bound.  And it
didn't write any output at all.

Both systems get their bits (including the sipb stuff) from AFS now,
although when I saw this problem a couple of months ago, it was all
NFS.  Last time this happened, the next day it worked again, no change
in anything I did.
