Inode count in quota giving wrong value

Problem:

If the soft and hard limit of the no. of inodes is set to 0 in quota
(i.e. no restrictions) then when you write a file, the inode count is
not incremented. But when you delete a file, the inode count is
decremented. Thus mathematiclly :
lim { inode-count = 0 }
t -> infinity
Of course when you run quotacheck, it set it back to the proper value
again.
