Incompatible change in RCS?

Utilinzing AFS, today I used Athena RCS to peruse things in the CMU RCS tree.

Imagine my shock, surprise, and anger when some of the uses of rlog and co came
back:

Line 2 access list missing.

This apparently is because the Tahoe RCS can put a line 'branch' as line #2
whereas the old RCS has line #2 hardwired as line #2.

Granted, having line #2 hardwired in the old version was stupid.  But is the
flaunting of this incompatibility wise?

Is the Tahoe RCS labeled as having this incompatibility:  that some ',v' files
written with the new RCS will not be readable by previous versions of RCS?
