It occurs to me that the "smart" solution to concerns about certs being
erased by accident is to preserve the old {cert,key}*.db files
somewhere else, so that if the user ever remembers the password,
they can get them back.
Perhaps moving them to oldcerts/YYMMDD/ or something.
