laptop fails to start pcmcia

I installed a laptop with the installer.  When the laptop
rebooted it failed to start network.

Poking at it shows that /etc/sysconfig/pcmcia
has PCMCIA=NO set.  This seems very wrong (of course changing
that also requires PCIC= to be set to something, guess I
get to go figure out what that means).

This laptop has ethernet on a pcmcia card.

If there are any hints about what I should do, please let me know.
