What's wrong:
When I used Evolution for the first time, The default
character encoding was set to "Unknown (ISO8859-1)" in
Tools > Mail Settings > Other > Default character
encoding. Presumably it should be set to "Western
European (ISO-8859-1)". Note the dash between ISO and
8859 that's missing in the first case but not in the
second. The character encoding under View > Character
Encoding is also set to "Unknown (Default)" rather than
something useful. These problems, however, don't actually
seem to affect the appearance of mail, so it's probably
not a big deal.
What should have happened:
The character encoding should have been set to something
valid. It's easily fixed by setting the preferences.
However, since this is buried out of sight of the user,
it may go unnoticed.
