9.1 installer does not configure pcmcia properly

I installed 9.1 using amb's installer and PCMCIA was not configured
properly on my machine. In particular, /etc/sysconfig/pcmcia was
incorrectly configured -- it did not have a PCIC controller defined,
and it incorrectly had a PCIC_OPTS=do_scan=0, which is wrong (at least
for my configuration).
