VS2000 ether driver is missing a pair of {}'s

This would only affect things when running in promiscuous mode.  In
/paris/source/vax/sys/vaxif/if_se.c, line 1404, that if statement
needs curly braces so that both the serestart() and the seinit() calls
are done.
