It means that FrameMaker can't locate a script called fa.wpubstd6, located
in the $FMHOME/webworks/bin directory, that lets FrameMaker invoke the
WebWorks Publisher add-on.

This invocation is controlled by a configuration file
$FMHOME/fminit/usenglish/APIArea/apiclients, and Addobe has a
technical note about this problem at
http://www.adobe.com:80/support/techdocs/1e6f2.htm.  They say
essentially that the problem happens if the path to the fa.wpubstd6
script is not correctly set in apiclients, or if fa.wpubstd6 does not
exist or is not accessible and executable. Neither of these is the
case in our installation ($FMHOME is correctly set by our launch
script) so I'm not sure why this is happening.

It should be pretty innocuous. At worst you might not be able to use WebWorks
Publisher (converts Frame docs to html) but otherwise FrameMaker should work.

We've seen occasional reports of the problem but I can't reproduce
it. Do you see it happening on more than one machine? Can you try
logging in on a test account as another user (it might be related to
your dot files)? I've seen comments on the Web that it might be
related to things like rpcbind not running- you might want to check if
this is running and see if it makes a difference.
