linux 9.0.19: Two-button mouse does not emulate middle button

Use the middle mouse button
What's wrong:
Inky has a two-button mouse. When I hold both mouse buttons together
to simulate the third button, X gets confused. It doesn't believe
it's a middle-button press, but it doesn't believe it's a left-
or right-button press either. In neither case does the right thing
happen (namely, I get my middle-button behavior).
The 'Emulate3Buttons' selection is not turned on in XF86Config.
What should have happened:
Emulate3Buttons should be on when necessary so I get a functioning mouse.
