messages, crontab, cut_msgs, newsyslog, lots of fun...

The crontab file we are currently distributing (and running on charon
& paris, of course) runs /etc/athena/cut_msgs at 0700 every morning.
This script replaces /usr/adm/messages with a shortened version, and
does not restart (kill -HUP) syslogd. This can result in messages
after 0700 being lost from the disk files, although zephyr-mediated
reporting will still work. (I'm not sure why yet, but this problem
doesn't seem to affect all systems.)

We probably don't even need (or want) this program to run when we've
got /etc/athena/newsyslog working toward the same goal, i.e., keeping
log file sizes down. It remains to be seen just what the true effects
of removing this invocation would be...
