aclocal fails to find AM_PATH_OAF/AM_PATH_GCONF on Linux-9.0

Running "aclocal" on a configure.in that has AM_PATH_OAF or
AM_PATH_GCONF results in an error that aclocal cannot find those
macros. If I specifically add -I /usr/athena/share/aclocal to
the ACLOCAL_FLAGS environment variable, I then get errors
from aclocal about duplicate macros.
The only way I could work around the problem is to symlink oaf.m4 and
gconf-1.m4 into my project's macros directory so it gets found
automatically.
