I once had a problem with cron refusing to run cron jobs for users whose
home directories didn't exist; you might check what's listed in /etc/passwd
for this local account. This would also account for you not being able to
start a cron job from your home directory, assuming you had logged out and
the machine had detached your home directory before attempting to run the
cron job.
