/tmp directory on Solaris machines

Some early-morning zephyr conversation today revealed the ugly truth
that public Solaris machines still have a /tmp directory instead of a
symlink.  This is because of the public workstation verification;
presumably, the stats file was last generated on a machine which still
had a /tmp directory.

I've asked miki to fix the stats file, which we can then propagate to
the athena cell.  Public workstations will fix themselves;
workstations which have become private since then will have to wait
for the 9.0.19 patch release to cause oschanges to be run.  Of course,
most such machines were probably recently installed and have a big
root partition anyway, so I'm not too worried about them.
