Unfortunately, sometimes the tasklist applet (the program responsible
for those buttons in the panel) crashes. You can put it back by
right-clicking on the panel and selecting Add to Panel -> Applet ->
Utility -> Tasklist.
You can also get to iconified windows by middle-clicking on the root
window and choosing from the "Windows" menu.
