What's wrong:
AFS only starts during the first boot after the install

During the first boot, the following is reported:
Running oscheck (this takes a few minutes)...
Checking files for sun4u architecture...
Replace regular file platform/SUNW,Ultra-Enterprise-10000/lib/dr_daemon
os-checkfiles: Size mismatch after copy of platform/SUNW,Ultra-Enterprise-10000/lib/dr_daemon (87468, 87548)
Checking non-shared files for sun4u architecture...
Replace regular file var/sadm/install/contents
os-checkfiles: Size mismatch after copy of var/sadm/install/contents (2530484, 2524159)
Checking common files...
Set permission/ownership of directory var/rtmp
Replace regular file kernel/fs/afs
os-checkfiles: Cannot open /os/kernel/fs/afs: No such file or directory

and /kernel/fs/afs seems to have disappeared:
neuterpe.mit.edu# ls -l /kernel/fs/afs
/kernel/fs/afs: No such file or directory
The proper module appears to be in /kernel/fs/afs (and was definately
there at the end of the install process, before the reboot.)
I'm working around the problem by copying that file into place and
setting the machine to be private, but I'm worried about the public
machines in the noupdate90-sun4 cluster.
