Sometimes the tasklist applet crashes and goes away, due to a bug we
haven't been able to track down. (In 9.0.15, instead of having the
tasklist silently disappear, crashing will yield a dialog asking if
you want to restart it, which should be an improvement.)
You can make the tasklist come back by right clicking on the panel and
selecting Add to Panel -> Applet -> Utility -> Tasklist.
You can also get at minimized windows by middle-clicking the mouse on
the root window (i.e. the background) and finding the window in the
"Windows" menu.
