Forgive my chiming in late.  I'm just back from vacation.
One possiblity, in advance of wonderful programs that do the right thing
is the following additional prose:

    If you are converting a PUBLIC system to a PRIVATE system for the
    first time, you may not yet have a required file, /etc/passwd.local.
     This file contains the entries in /etc/passwd you wish to persist
    across system cleanups.

    To create it for the first time:

    cp /etc/passwd /etc/passwd.local
