missing attachtab -> attach fails

If /usr/tmp/attachtab is missing, attach complains that it isn't there
and it exits without doing the attach.

Although the scenario in which attachtab is missing apparently doesn't
routinely occur on a public workstation, my RT configuration seems to
generate the problem whenever it reboots, e.g., after a power failure.
(It may be because it clears attachtab but doesn't attach anything at
that time, so it puts no new entries in it).  The next login is then
somewhat muddled; you have to create an empty attachtab, log out and
login again to set things right.

Is there any reason why attach shouldn't just issue a warning and
create an empty attachtab, when it finds one isn't already present?
