I've had a chance to do some more investigation on this bug.
For the record, the problem is with the Java runtime included
with Netscape; specifically, it will not be possible to scroll to the
end of a TextArea that is set to be non-editable if there are more rows
of text than the number of rows the TextArea was created with.
I can't do very much about bugs in Netscape; the problem doesn't
exist with the MacOS Runtime for Java. Prior to Netscape 4.76 for
MacOS, it wasn't possible to make Netscape use any Java runtime other
than its native one; as of 4.76, it can use MRJ, but setting it up is
somewhat complicated.
Fortunately, Internet Explorer uses MRJ by default. Using
Internet Explorer (tested with IE 5 on a MacOS 9 machine), it is
possible to read all of the Athena Rules of Use.
I suspect this problem will also be fixed with Netscape in
Netscape 6, although I haven't verified this.
I'm going to close this bug report now.
