It seems to work fine for me- I tried as several different users on several
machines- worked every time.
It might be a machine problem or something with your customizations-
I'd try logging in without customizations and on different machines to
see if it makes the problem go away. If you can make the problem go
away this way by doing this, the Athena consultants may be able to
help you track it down.
