No, I realize that reimplementing tcsh is overkill, but just wanted to point
this out for the record, not having seen it in the bugs discuss meeting.
I'll writeup a stock answer about this.

Is there anything in particular you want us to do about this bug?  We
don't have the resources to reimplement tcsh so that it doesn't have
arbitrary limits, and we can't make "add" work when that limit is
reached.  (We can't even really improve on the error handling, without
making "add" know some very intimate things about the implementation
of the calling shell.)
