login during the afs restart is misleading

I tried to ssh in to multics.mit.edu (8.3 Sun workstation) and
cvp (8.4 dialup) at 5:59am, and got mysterious hangs, one of them
right after "Connection established." (ssh -v) the other a little
further [unfortunately I'm not sure how far, because it eventually
completed after the AFS restart finished].
Neither prompted for a password, and both just looked mysteriously hung.
It would really be nice if the environment could be a little more
robust and such login daemons could not have to time-out to find out
afs is broken during the restart, or whatever is going on, or could at
least return some data to the user, instead of sitting their blindly,
behaving like they're being SYN flooded or something.
Perhaps someone could look into it.
