Problem with vi in Athena 8.4

The directory /var/preserve is owned by root mode 655.
When I start vi, (in my testing under Linux) I get:
m10-423-2.mit.edu% vi
+=+=+=+=+=+=+=+
Error: /var/preserve/vi.recover: Permission denied.
Modifications not recoverable if the session fails.
/tmp/vi.IJRo4o: new file: line 1

Does this mean that /var/preserve needs to be world writeable, or that
vi needs to be suid root, or what?
At any rate, for those few who use vi, session recovery, and lack of
annoying startup errors would be a good thing.
