/etc/athena/deactivate prints error messages if there is no
/etc/passwd.local file. This is a valid situation on a private
workstation -- no /etc/passwd.local file is needed.
Sometimes it is desirable not to have one if you want to allow users to
use passwd.real and not have their new password entry clobbered. This
can also be considered a bug in "passwd.real", but there is no denying
that the first paragraph does indeed reveal a bug in /etc/athena/deactivate.
