problem with athena default bashrc

/usr/athena/lib/init/bashrc sets CDPATH=~, which seems to do the wrong
thing in that it gives preference to one's home directory over the
directory one is in.  I suppose if this feature is for some reason
desired, one should set it to .:~, but I think the right thing is to nuke
it entirely.

Example of why this is a problem: after doing this:

$ cd /mit/apse
$ cd www

...I find myself in ~/www instead of /mit/apse/www, which is just evil.
