No, I can't reproduce it. For some reason I thought the
login-during-reactivate problem got fixed a while ago, but I guess not.
Perhaps we need a waitlogin file to complement the nologin file. It
would be ignored for root logins or if waitlogin's mod time was more
than some number of minutes.
