I would disagree, placing something on the todo list is often extremely
valuable.
Further, bug reports of the form of "Your configuration system selects this
non-optimal choice, and you might not be aware of it, so we're letting you
know" are certainly valuable.
I think that Richard would certainly err on the "more bugs" rather than
"users should suppress bugs they think the maintainers might know about
but don't know for certain" side of the fence.
