A brief synopsis of the problem:
uwm, when ^Z'ed, kills off some jobs started from pull-down menus.

Please describe the problem in detail (mention any necessary files or
commands that may be involved, on which machine the bug happened, and what
the program did that was wrong):
VS2 6.0R uwm, VS2 StaffTools uwm.
Start up uwm in background (with &).
Use pull-down menu to start up subjobs, like xterm, xclock, or emacs.
Bring uwm job into the foreground (either 'fg' or '%uwm' or '%#').
^Z it.
Some subjobs die. Usually xterm and xclock dies, emacs doesn't.
Not completely consistent.
Not reproducable on RT workstation.

don't think that this is probably necessary to
