I think you ran into a very old Athena bug: there is a race condition
if you log in during or just before a reactivate, where your tickets
get destroyed. We can (and probably should) narrow this window by
turning on nologin during reactivate, but that won't eliminate it
entirely since you get tickets before you get added to utmp.
