floppy devices in vax releases

In some cases we've got, certain machines are winding up with floppy
drives in non-standard places. For example, my microvax just had an
external RD52 added, and now the drive numbers of the floppy drives
have been incremented. Chris Peterson's machine, a BA123 with floppy
drives, has the same problem.
We should probably revise the vax MAKEDEV script to use the output
from "machtype -r" or something, so that the links point to the right
place. (This would probably also mean punting the distinction between
"vs2" and "vs2000" in that script, since all they do is set up floppy
links.)
