I think that this is the same problem that I reported in bugs[17350].
At the time, I speculated that this was a syncconf bug, and I still
think it seems likely.  It's also worth pointing out that while this
problem has become a lot more common recently, it's existed since 8.3
went out (I saw a machine lose this way the day 8.3 was released), and
it's popped up in various places since then (I most recently fixed a
machine of alexp's that was losing this way).
