encrypted rlogin is shutting down connections on me

I've been trying out the encrypted rlogin stuff we've shipped with
6.0R (though I had to enable the server side myself).  I've only been
able to get it to work from vax to vax, not vax to RT.  (This is
supposedly fixed in the newer code, but I'm not convinced yet, and
haven't really experimented.)

I use it while dialing in to jason; I use "rlogin multics -noflow -x"
to log into my workstation.  Occasionally (like twice just tonight) I
get connections dropped when starting or stopping a program that does
some screen manipulation.  For example, tonight, it was first when I
tried to resume a suspended emacs; the next time, it was while trying
to suspend an emacs.  A few nights ago it happened when I quit out of
moira (or listmaint, or something).

When it happens, the rlogin program on jason's side simply prints
"Connection closed", as though I had logged out or asked it to
disconnect; no saving throw.  (I've been getting a little line noise,
but it's virtually all "{" getting sent to my terminal or delete-"{"
getting sent to jason.  But the timing here seems too much to be
coincidental, and I haven't seen any line noise that looks like "~."
ye{.)

I'm afraid I don't know how to reproduce this with any reliability,
but it's getting to be enough that I'm giving up work for tonight.{
