How did you lock the file such that it was owned by someone else? rcs
-l? Root tickets?
I can submit a bug report to the patch maintainers, but it would be
nice to know how non-Athena people could get into this situation.
patch does not parse RCS files to figure out who has a file locked, so
I wouldn't expect them to be very eager to fix the problem.
