Weird mouse behavior on E51-075-5

So I'm using a cluster machine for the first time in months, E51-075-5.  I
log in, and then notice a little piece of paper stuck to it that says "The
mouse on this system is set up for a left hander."  Is this a new Athena
thing?

In any case, I figure I can reset the buttons with xmodmap termporarily
for my session.  I type:

xmodmap -pp

and it says:

There are 3 pointer buttons defined.

    Physical        Button
     Button          Code
        1              1
        2              2
        3              3

I then type:

xmodmap -e "pointer = 3 2 1"

just like the manpage says, to reverse the buttons.

However, the mouse buttons obstinately remain reversed, except that fvwm95
pops up a different menu on the root window when I right-click. (Nothing
happens with either setting when I left click, which is wrong.) 

So, if this is a new Athena-ism, I think it's broken because xmodmap can't
alter it.  If it's not a new Athena-ism, I guess hotline ought to fix this
machine.
