No, the whole point of /var/tmp being separate from /tmp is that
/var/tmp sticks around after a reboot.  Files are removed from
/var/tmp by a cron job operating on the basis of last access time and
last modify time.  (We could, of course, make an exception for this
particular file; that was the bludgeon I referred to.)

The EACCESS error you mentioned in your last message is presumably
because the file belongs to another user.

I have no idea why it would be getting left around, other than an
unfortunate reboot.
