I think this is a bug in both casetracker and olc

on the Casetracker side, someone is trying to have it ask a question on
'hotline's behalf (this could possibly be solved setting up some other way for
hotline to open OLC questions).

on the OLC side it says it is both entering the question and not.

I suspect that means that this sort of mail is getting bitbucketed (but I have
not looked at teh OLC side)
