OK, there was a phase-out script and cookie message already in place
but not implemented, so I just shifted things around to activate it.
It runs "htmlview http://web.mit.edu/map.html" and sends a one-time
user notification that xinfo is obsolete, and urging them to use the
web ver. directly.
